City in Trouble

Some of you, if you are from Richmond have heard the rumors that the city is in trouble. Well did anyone attend the town meeting on November 1st? I did and to me it made perfect sense at to what the problem was. The city has been lowering taxes to keep the citizens happy and using up all its reserve. Now the reserve is almost gone and something has to be done.
Where do they get the money from? Well of course they are going to have to raise taxes, but what else can be done? People have defend opinions on this subject Some say get rid of the police department, some say we have to many city workers. Stuff like that. I personally don't like either idea. I think we need our maintenance men. They work hard and one of them is on call at all times. Our city clerk, well what does she do? Who do you think has to get the bills organizes, make the budget, try to keep the budget, keep council advised as to what is going on, prepares the water bills? Who orders and organizes and tries to keep the city in shape? The city workers that's who.
The police department? Well we are a town of a little of 500 people, it is nice to have local police but do we need that many? One full time, one parttime and at least two reserves if not more. For a town of 500 to me that's a little overkill, but that is my opinion. I am not saying get rid of the police department but can it be downsized and still run properly?
Where else can we cut money? The library, the Recreation? Of course I don't think it should be cut there. But I am sure others have their opinion on that also. But the library is the one place in the city limits that the kids can come to get out of the heat or cold, use the internet, check out books and movies, or just hand out. All for free. What's wrong with that if they are being good? I even got those teens, to read this past summer.
Recreation? Another place for kids. Those kids that want to play ball or go watch family or friends play ball. During the summer this is a place for the kids to go warm they can ride their bikes on the trail most of the way. There is a playground and during games there is a concession stand. I think we need both of these places.

So where do we cut costs? Any ideas? Other than raising taxes, Which Will Happen. Oh and the raise in sewer rates. That will help some, but what else can be done?
What are your opinions on the subject???
